Local authorities may provide information and advice to those who are homeless or at risk of becoming homeless.

Homeless Services

If you are homeless or at risk of becoming homeless, please make contact with the homeless team by emailing homeless@carlowcoco.ie by contacting 059 9170300 or by calling to the offices or Carlow County Council Monday to Friday 9.30am – 5pm.


Carlow County Council works closely with the following partners in the provision of homeless services: -

  • De Paul Charity provide supported, supervised and safe temporary emergency accommodation in Carlow Town.
  • The HSE for substance misuse outreach services, community supports, mental health support, disability services, homecare and START.
  • Tar Isteach Housing who operate: -
    • Own front door supporting Housing
    • START (Support for Tenancy And Recovery Targets) programme
    • Homecare Project
  • Focus Ireland provide a number of services in the Carlow Area including: -
    • Advice and Information if you are at risk in your tenancy – contact 01 6712555 to access this service
    • Long term supported accommodation for complex needs
    • Housing First Project
    • Aftercare Project
    • Tenancy Sustainment Service

Homeless HAP Service

If you are in homeless services or at risk of becoming homeless and eligible for social housing supports with Carlow County Council, the Homeless Prevention Officer will carry out an assessment and may support you under the Housing Assistance Payment (HAP) Scheme and avail of the assistance of the Homeless HAP Placefinder.
